Governance and Regulation

 

Blackwood is committed to delivering housing and care services that are high quality and meet the needs of our customers.

The Board is responsible for the strategic direction, financial oversight and overall control of the organisation and take their legal and regulatory responsibilities very seriously. Board members operate within the SHR's, Regulation of Social Housing in Scotland Framework (Regulatory Standards). You can find more information on our Board members here. Board members bring a wide range of highly relevant skills, experience and perspectives to their collective decision making, and delegate the management f the day-to-day operations to the Chief Executive.

The Chief Executive and Senior Management Team provide information, advice and support to the Board to enable well-informed governance decisions in the best interest of the organisation and our customers. You can find more information on our Senior Management Team here.

The Board adheres to a set of Governing Rules based upon SHFA Charitable Model Rules (Scotland) 2020 and approved by our Members in 2024. 

Our Regulators

As a charity, we are regulated by several  bodies who make sure that we adhere to standards and guidelines that protect our customers and ensure that we are continually improving and meeting good practice guidance.

Scottish Housing Regulator

As a Registered Social Landlord, we are regulated by the Scottish Housing Regulator to make sure we provide safe, good quality homes and services, and that we are well run. This means we must meet a set of regulatory standards covering how we are governed, how we manage our finances, and how we deliver services to our tenants and customers. We are also required to report regularly on our performance, including through the Annual Return on the Charter, so that the Regulator – and our customers – can see how well we are doing.

We must also be able to demonstrate that we comply with all relevant legal and regulatory requirements, and that we actively manage risks to our services and organisation. Each year, our Board reviews the evidence and provides an Annual Assurance Statement confirming whether we meet these standards, or highlighting where we are working to improve. This approach ensures we remain transparent, accountable, and focused on continuous improvement for the people who rely on our services.

Care Inspectorate

The Care Inspectorate is Scotland’s independent regulator of care services, ensuring care homes deliver safe, high-quality support. It carries out risk-based inspections—both announced and unannounced—looking at people’s experiences, staffing, leadership, and care standards. Services are graded and published, and where issues are found, the Care Inspectorate can require improvements or take enforcement action.  You can find out more about their work with us on their website.
